Payments – the new European legal framework

AEDBF-Europe and AEDBF-Belgium have the pleasure to invite you to the 2026 international conference of AEDBF which will take place on Friday 20 November 2026 in Brussels at the University Foundation.

Payments are the most tangible point of contact between citizens, businesses and the financial system and they have become one of the most controversial fields of European regulation. With the “Payments package” – PSD3 and PSR – complemented by the framework on Financial Data Access (FIDA) and by the legislative package on the digital euro, the European Union is redesigning the legal architecture of payments. The entry into force of the “Payments package” is expected to enter into force in early 2027.

This conference takes place at a pivotal moment for analyzing the issues at stake and the implications of the “Payments package”. It will be structured around the following themes:

• Strategic positioning and monetary sovereignty
• The package PSD3/PSR
• Protection of the payment service user and prevention of fraud
• Liability of payment service providers

Participants may attend the conference either in person or by video-conference.

This scientific program is completed by :

• a gala diner on Friday evening 20 November at 7.30 pm, at the restaurant Belga Queen
• a guided tour of the exposition “Jean Brusselmans” on Saturday 21 November at 10.30 am, at BOZAR
